Tajikistan Adopts National Program to Combat HIV and Viral Hepatitis for 2026–2030

The Government of the Republic of Tajikistan has approved a national program aimed at strengthening the response to HIV and parenteral viral hepatitis for the period 2026−2030. The program seeks to enhance prevention, early detection, and treatment of these socially significant infectious diseases, while reducing mortality and improving quality of life across the country.

The program was developed in response to the current epidemiological situation in Tajikistan and aligns with the country’s National Development Strategy through 2030 and the National Health Strategy. It also reflects Tajikistan’s international commitments, including the United Nations Sustainable Development Goals and the global objective to end the AIDS epidemic by 2030.

The primary goal of the program is to reduce the incidence, prevalence, and mortality associated with HIV and parenteral viral hepatitis by strengthening systems for prevention, diagnosis, and treatment. A strong emphasis is placed on expanding equitable access to healthcare services for key and vulnerable populations and on addressing disparities in health outcomes.

Key measures outlined in the program include expanding access to HIV and hepatitis testing, modernizing laboratory infrastructure, and introducing updated diagnostic algorithms. The program also prioritizes uninterrupted access to treatment and care, as well as strengthened prevention of mother-to-child transmission of HIV, in line with the global "95−95−95" targets.

In addition, the program предусматривает measures to build the capacity of the national healthcare workforce through training and professional development, introduce digital health tools, and strengthen systems for monitoring and evaluation. Special attention is given to labor migrants and their families, as well as to scaling up information and prevention campaigns.

Funding for the program for 2026−2030 will be provided through a combination of state budget resources, support from international development partners, and other sources.

The implementation of the program is expected to strengthen the resilience of Tajikistan’s healthcare system, improve access to quality health services, and ensure a comprehensive and sustainable response to HIV and viral hepatitis nationwide.
