Infosvyaz Foundation Experts Publish a Compendium on Mobile Clinics in the EECCA Region

Experts of the Infosvyaz Foundation have prepared a compendium entitled “Mobile Medical Clinics: Opportunities and Prospects for Their Use in Public Health and HIV/AIDS and Hepatitis Prevention Programs.” The publication summarizes methodological guidance and practical experience of mobile medical units operating under the Russian Technical Assistance Program for the countries of Eastern Europe, the South Caucasus, and Central Asia (EECCA) in the field of prevention, control, and surveillance of HIV, viral hepatitis, and other infectious diseases.

The compendium is intended to support healthcare institutions and relevant organizations in planning, implementing, and scaling up mobile models of healthcare delivery. It reflects lessons learned from program implementation across the region and highlights effective approaches to expanding access to essential health services.

Mobile medical clinics play a critical role in improving access to prevention, early diagnosis, and counseling for HIV, viral hepatitis, and other socially significant infectious diseases, particularly for populations living in remote and hard-to-reach areas. The primary focus of mobile clinics is on population groups with limited access to stationary healthcare services, including rural residents, labor migrants, people experiencing homelessness, and other vulnerable groups. The outreach-based model enables medical teams to provide timely services directly at patients’ places of residence or work.

Mobile clinics offer a wide range of services, including medical consultations, rapid testing for HIV, viral hepatitis, and syphilis, as well as referral to specialized healthcare facilities for further examination and treatment. A strong emphasis is placed on prevention and information activities aimed at raising public awareness of transmission routes and effective prevention measures.

The effectiveness of mobile clinics is ensured through their close integration with national healthcare systems. This approach supports sustainable referral mechanisms, continuity of care, and systematic monitoring of service quality. Particular attention is given to maintaining the technical and logistical readiness of mobile units, including regular vehicle maintenance, timely replenishment of medical supplies, and quality control of diagnostic equipment.

The use of modern technologies, such as portable diagnostic devices and elements of telemedicine, further enhances the capacity of mobile clinics and improves the quality of services provided. Expert studies confirm that early disease detection and preventive interventions delivered through mobile medical units contribute to improved public health outcomes and help reduce the burden on healthcare systems.

The further development and scaling up of mobile medical clinic networks remain an important public health priority and a key factor in improving equitable access to quality healthcare services across the region.
