Between June and December 2024, experts from the AIDS Infoshare Foundation carried out a series of monitoring and advisory visits to mobile medical clinics and the healthcare facilities to which they are affiliated across Eastern Europe, the South Caucasus and Central Asia (EECCA). The visits were conducted as part of the Russian Technical Assistance Programme aimed at the prevention, control and surveillance of HIV/AIDS and other infectious diseases.
The primary objectives of the visits were to verify reported programme data, conduct programme audits, and provide technical and methodological support to national implementing partners. In total, six country visits were carried out in 2024: one visit each to Armenia and Uzbekistan, two visits to Kyrgyzstan, and three visits to Tajikistan. The monitoring missions were conducted by a team of Infosvyaz Foundation experts, including Advisor Vladimir Mogilny, Deputy Director Irina Kostetskaya, Programme Director Stepan Kanakin, Programme Manager for Tajikistan and Uzbekistan Viktoria Smirnova, and Programme Manager for Kyrgyzstan Alexey Sokolov.
During the visits, the expert team assessed the organisation of mobile medical teams, reviewed staffing arrangements and their compliance with approved staffing plans, and evaluated patient referral pathways. Particular attention was paid to ensuring that the volume and quality of medical services provided by the mobile clinics complied with the Programme’s methodological guidelines. The experts also reviewed patient registration and reporting documentation.
In addition, Foundation specialists held interviews with members of the mobile medical teams to discuss operational challenges encountered during outreach activities. Select patient interviews were also conducted to assess accessibility and quality of services provided.
The monitoring visits contribute to strengthening the effectiveness, transparency and sustainability of mobile healthcare services and support the continued expansion of access to HIV and infectious disease prevention, testing and counselling services in hard-to-reach and underserved communities across the EECCA region.
